摘要 Inthispaper,weanalyzedtheOneFoundationsreliefandreconstructionactivitiesaftertheYaanearthquake.TheanalysisshowsthattheparticipationofNGOsindisasterreliefactivitieshasundergonedifferentstages.IntheJiujiangearthquake,NGOsparticipationwasintherudimentarystage.IntheWenchuanearthquake,theybecameoneoftheactiveparticipants.IntheYaanearthquake,theyplayedanactiverolethroughacooperationmechanism.ThatmeansNGOshavehadthecapabilityofresourcemobilizationandcooperationwiththemwillimprovedisastermanagementcapacities,especiallyinthenationalsignificantseismicmonitoringandprotectionregions.
