<正>Inordertosolvethepracticaldifficultiesofruralhouseholdspracticingfamilyplanning,furtherimplementthepopulationandfamilyplanningprogramandpromotetheestablishmentofcoordinatedandharmoniouscommunitiesinruralareas,thecentralgovernmentlaunchedapilotprojecttorewardandsupportruralfamiliespracticingfamilyplanninginfivewesternprovincesandtencitiesin2004.In2005,thepilotsiteswereexpandedto23moreprovincesandpartsofShandongandTibet.
