简介:笔者曾主持和参加了“水利电力部灌溉排水渠系设计规范SDJ217—84(试行)”的工作。1990年至1999年,又作为编制组负责人之一,主持和参加了“中华人民共和国国家标准灌溉与排水工程设计规范GB50288—99”的全过程。现根据参加两个规范编制工作的体会和认识,结合国外同类规范的技术水平,对我国于1999年8月1日开始实施的“中华人民共和国国家标准灌溉与排水工程设计规范GB50288—99”的技术水平和其实用性进行了评价。
