Communityparticipationandcommunitybasedmanagementaretopicalthemesincurrentpolicyanddiscussionrevolvingarounddecision-makingprocessesespeciallythosedealingwithnaturalresourcesmanagement.Thisreviewshowsthatwhilegovernmentshaveacceptedtheneedtoeithercedeordevolvecontrolandmanagementofnaturalresourcestothelocalcommunities,thecommunitiesarenotpartandparceloftheplanningandbudgetingwhicharecrucialindecisionmaking.Communitieswereseentobemoreinvolvedintheimplementationofnaturalresourcemanagementprogramsbutlackedownershipoftheprojects.Thiscauseslackofcommitmenttotheprogramsandattimeshostilereactionfromthecommunities.Thecommunitiesarealwaysatthereceivingendwhenitpertainstolossesintheexchange.Communityparticipationwasshowntobeeffectivewhenthelocalpopulationisinvolvednotasco-operatingusersbutasnaturalresourcemanagersorownermanagers.
